STRUCTURAL ENGINEERING EMERGENCY RESPONSE COMMITTEE
The SEER Program is a comprehensive nationwide program consisting of four main components:
Training – Facilitate and/or deliver training to design and construction professionals so as to qualify them to participate as 2nd responders at a local, State or national level.
Roster Management – Compile and maintain the SEER: 2nd Responder Roster, a comprehensive national roster of trained 2nd responders prepared to engage at a local, State or national level.
Assistance Coordination – Coordinating and/or providing 2nd response assistance to local, State and national Authorities Having Jurisdiction (AHJs) as well as other stakeholders.
Advocacy – Advocate through education: AHJs, allied associations, members and the public on the benefits of having engineers participating in 2nd response.

To rapidly mobilize volunteer structural engineers from the private sector to provide limited duration back-up technical support to local emergency management authorities in responding to disasters of such a magnitude that the technical capacities of the government agencies are overwhelmed.
